RE:  Opposition to AB 2645 (Mountjoy)
DATE: April 20, 2004

BACKGROUND - FOSTER CHILDREN PSYCHOTROPIC DRUG USE STUDY

AB 2645 is based on the mistaken assumption that foster kids are over-medicated. In fact, Dr. Bonnie Zima's UCLA studies of foster youth indicate that there is an unmet need for mental health services for this population. Entering foster care actually provides ACCESS to needed services. A study of this kind is a waste of public funds. This bill is supported by the Church of Scientology through their psychiatric 'abuse' investigative arm, the Citizens Commission on Human Rights.
