TO:       Key Contacts
Constituents, Assembly Arts and Entertainment Committee Members

FROM: Randall Hagar, Director of Government Affairs

RE:       Support for AB 1792 (Yee) and AB 1793 (Yee)

DATE: April 2, 2004

BACKGROUND - AB 1792 and AB 1793 are CPA PRIORITY SUPPORT Bills

AB 1792 will place ultra-violent video games into the "harmful matter" portion of the penal code, which makes it illegal for a retailer to sell the "harmful" material to a minor.

AB 1793 will require retailers to place M-rated games separate from other games intended for children, and will also require retailers to display signage explaining the ESRB rating system.

STATUS - The Entertainment Industry Has Actively, Strongly Opposed Both Bills

AB 1792 and AB 1793 are scheduled for hearing in the Assembly Arts and Entertainment Committee on Tuesday, April 13, 2004. Members of the Committee will be in district offices throughout next week, April 5-9, for the Legislative Spring Recess.

ACTION NEEDED

  1. April 5-9: Constituents please visit your legislator. Or, if you can't visit, fax your member's district office with your letter (see SAMPLE & TALKING POINTS). Non-constituents: Send your letter to the district office of the Chair of the Committee via FAX. Time is of the Essence!
  2. April 12: (the day before the bill is heard) Capitol Office Phone Calls: Constituents register your support to your members offices in the capitol. Non-constituents call the Chair in his capitol office and register your support.
  3. Fax or email me a copy of your letter, or a report of any conversations you have with legislators or staff. This will be of inestimable value to me when I visit legislator offices on Monday, April 12.
